In the USA municipalities have the authority to “print their own money”, as proven by 15. TENINO WASHINGTON USA MONEY (change2100.com)
But such money is mostly useful only within the jurisdiction of the municipality.
However, there is another way that a municipality may “print its own money”.
That is, they may cooperate with business by issuing TAX CREDITS, and the business may use the TAX CREDITS as the basis for doing business.

And this may be done without any concern about any loss of future revenue by using 26. TAX CREDIT USE AGREEMENT (change2100.com)
HOWSE SERVICES, INC (“HOWSE”) is willing to prepay taxes by issuing HOWSE IBOE SAMPLE 2.pdf (change2100.com) with addendums as per HOWSE IBOE SAMPLE ADDENDUMS GTD 598.pdf (change2100.com), constituting “HOWSE COFFEE IBOE”; which, as per 353. PRECEDENT COURT CASE RULING THAT IBOE AND PN ARE CASH FUNDS (change2100.com), are “to be treated as cash”.
In return, a municipality may issue TAX CREDITS of equal value to HOWSE.
The municipality may rely on 25. FORT HANCOCK WATER CONTROL AND IMPROVEMENT DISTRICT (change2100.com) (“DECLARATION”) and 119. TEXAS LONG ARM STATUTE (change2100.com) or may issue its own similar DECLARATION, to legally empower banks that service its area to accept the TAX CREDITS as well as the HOWSE COFFEE IBOE to provide cash available for business use.
The municipality may use funding obtained with the HOWSE COFFEE IBOE to immediately fund disaster relief needs.
HOWSE may use the TAX CREDITS for a TRUST in the USA to use as the basis for non-depletion transactions for profit, to provide funds to CLEAR the HOWSE COFFEE IBOE.
Because the collateral for the HOWSE COFFEE IBOE, deposited with private financial institutions, is very large, and may be increased as necessary, there is practically no limit as to the amount of economic aid that may be provided through this mechanism.
