If a PROJECT PROPONENT (“PROP”) has a project requiring GENERAL CONTRACTOR SERVICES (“GCS”), ACRBI has pre-approved GCS that may be contracted for that purpose, on a turn-key cost-plus basis.
The procedure is that, if a PROP submits a project to be funded by ACRBI, if accepted, an account with ACRBI would be opened for the PROP; controlled by the VICE PRESIDENT OF ADMINISTRATION for ACRBI.
The PROP would be allowed credit to execute 1003. HELP SOMEONE BY HELPING YOURSELF (change2100.com), to obtain income to pay the credit plus twice an amount of a PRO-FORMA INVOICE issued by the GCS for the project, deposited in the account held in ACRBI by the PROP.
The PROP would provide an ACRBI BANK DRAFT as payment for each PRO-FORMA INVOICE submitted by the GCS, and would retain an equal value as profit related to the project.
The GCS would collect on the ACRBI BANK DRAFT and perform the work as stipulated on the PRO-FORMA INVOICE.
